Organic 101: The National Organic Standards Board - Representing the Organic Community

To mark the 20th milestone, USDA invited Dr. Jean Richardson, Chair of the National Organic Standards Board (NOSB), to be a guest author. The NOSB provides critical support to the USDA and the organic community.  We thank the NOSB for their commitment to the organic community, and the integrity of the organic label.

Twice a year, the National Organic Standards Board (NOSB) meets to advise the Secretary of Agriculture on what substances should be allowed or prohibited in organic agriculture.  The NOSB recommends standards, policies and guidance that help shape the organic regulations to the National Organic Program (NOP), part of USDA’s Agricultural Marketing Service.

The NOSB was established under the Organic Foods Production Act of 1990, and in accordance with the Federal Advisory Committee Act. Made up of dedicated volunteers, the 15-member board includes four organic farmers, two handlers, three individuals with expertise in environmental protection or resource conservation, three representatives of public interest or consumer interest groups , a scientist, an organic retailer and an organic certifying agent. Earlier this year, I was honored when my fellow board members elected me as the Chair.

Organic 101: "Organic" in the Brand Name...Organic in the Package

This is the nineteenth installment of the Organic 101 series that explores different aspects of the USDA organic regulations.

When consumers see the word "organic" on a product package or label, they have expectations about what is inside the package.  The National Organic Program (NOP), part of USDA’s Agricultural Marketing Service (AMS), protects the integrity of the organic label by ensuring that organic producers and handlers meet consumer expectations.  The NOP recently published an instruction that will bring more clarity to products with brand names containing the word "organic."

Organic products have strict production and labeling requirements.  They must be produced and handled by operations that are certified as complying with the USDA organic regulations; made without the use of genetic engineering, ionizing radiation, or sewage sludge; and use substances allowed by the National List of Allowed and Prohibited Substances (National List).

Field Day Supports Organic Dairy Producers

Last month, I had the pleasure of attending the Northeast Organic Dairy Producers Alliance (NODPA) Field Days at Stonewall Farm in Keene, New Hampshire. The field days combine many activities for attending farmers, giving them the opportunity to learn from each other, speak with experts in the organic field, catch up with old friends and make some new friends too.

As Deputy Administrator for USDA’s National Organic Program, part of the Agricultural Marketing Service, I participated in a panel discussion on the future of organic certification with Dr. Jean Richardson, Chair of the National Organic Standards Board (NOSB), and Henry Perkins, President of the Maine Organic Milk Producers.  I also had the opportunity to present information about the National Organic Program, including USDA’s programs that support organic agriculture, sound and sensible certification, the National Organic Standards Board and the revised sunset process.

Helping the American Dairy Industry Thrive

Last week, the 2014 World Dairy Expo in Madison, Wisconsin drew more than 70,000 dairy farmers, processors and other stakeholders from across the country and around the globe. Attendees explored exhibits featuring elite dairy cattle, the latest in dairy research, the newest farm equipment and innovations from the dairy industry service sector. High school and college students—the next generation of American agriculture—explored career and internship opportunities. And people visiting the exhibit booth of USDA’s Agricultural Marketing Service (AMS) learned about the many services we offer, and the work we do to improve and expand domestic and international markets for U.S. fluid milk and dairy products.

Our Dairy Program helps America’s dairy farmers and producers efficiently market high-quality milk and a wide range of dairy products. A prime example is our Dairy Market News and mandatory dairy commodity prices reporting. These services provide timely and accurate market information on milk and dairy products, assisting the dairy industry in making buying and selling decisions and in planning for the future.

Creating New Opportunities for the Sheep Industry

Since they were brought over during the earliest explorations of North America, the sheep industry has played a vital role in the agricultural history of our nation.  In the 1940s, there were over 55 million sheep in the U.S., but today those numbers hover around one-tenth of that total.  There are about 80,000 sheep ranchers across the U.S., and, with support from the 2014 Farm Bill, they will have additional resources to help develop innovative approaches to address their long-term needs.

Consolidation of the U.S. sheep packing industry, higher feed and energy costs, loss of animals to predators and lower lamb consumption, along with competition from imported of lamb cuts, have taken their toll on U.S. sheep producers.  In response to industry needs, USDA is committed to working with our stakeholders to ensure the long-term viability of the sheep industry.

Partnering for a Strong Rural Economy is a USDA Specialty

A strong rural economy benefits the whole nation. Sales of specialty crops – which include everything from fruits and vegetables to tree nuts, cut flowers and nursery crops – total nearly $65 billion per year.  The success of specialty crop farmers and businesses creates opportunities for new jobs and is critical to the rural economy. That’s why my agency, USDA’s Agricultural Marketing Service (AMS), is partnering with states to support the hardworking American farmers who grow these products.

 This week Secretary Tom Vilsack announced millions of dollars in grant funding authorized through the 2014 Farm Bill, including $66 million in Specialty Crop Block Grants (SCBG) awarded by AMS.  The goal of the SCBG program is to promote and increase opportunities for specialty crop producers by supporting projects that create new business opportunities, boost productivity and improve food safety.  Every state department of agriculture receives a block grant that it can use to fund projects that support its specific priorities. This year’s specialty crop block grants fund 838 projects across all 50 states, the District of Columbia and four U.S. territories. 

Continued Support for Local Food

Strong local food systems are one of U.S. Department of Agriculture (USDA) Secretary Vilsack’s four key pillars to revitalize rural economies.  On Monday, he announced the award of over $52 million to support local and regional food systems and the organic industry through five USDA grant programs. Most of the grants were authorized through the 2014 Farm Bill.

As part of that announcement, my agency—the Agricultural Marketing Service (AMS)—awarded over $27 million in competitive grants to expand marketing through the new Farmers Market and Local Food Marketing Promotion Program, as well as over $1 million in matching grants through the Federal-State Marketing Improvement Program (FSMIP). For years, AMS has led USDA efforts to support local and regional food systems by awarding grants that give farmers and ranchers around the country tools to reach consumers, strengthen ties between urban and rural communities and help meet the growing demand for locally and regionally produced food.

The Easy Way to Find Local Food - USDA Launches New Local Food Directories

What a great time of year to visit your local farmers market! From root crops such as beets, carrots and radishes to salad greens like Swiss chard, lettuce and spinach—farmers markets are full of fresh ingredients that you can use in your favorite fall recipes. My agency, the Agricultural Marketing Service, maintains the USDA's National Farmers Market Directory, where you can search for local markets and discover where to get your squashes, pumpkins, pears and apples. There are over 8,200 farmers markets listed with their locations, operating hours and other details, providing a simple and easy way for consumers and producers around the country to find each other.

Local and regional food systems, including farmers markets, are one of USDA's four key pillars to revitalize rural economies and improve access to fresh, healthy food for millions of Americans. Last month, I announced that AMS was building three new local food directories for food hubs, community-supported agriculture operations and on-farm markets. I asked local food enterprises to go online and list the details of their businesses in the new directories—and they responded!

Organic 101: Connecting Farmers and Producers to USDA Resources

Consumer demand for organic products continues to grow across the country, representing a $35 billion dollar industry in 2013.  To meet this demand, USDA has initiated a number of new and expanded efforts to connect organic farmers and businesses with the resources they need to ensure the continued growth of the organic sector domestically and abroad.

Some programs have the specific purpose of assisting organic farmers, ranchers, and handlers. Other programs are open to the general public, including organic operations. USDA has a one-stop-shop for information on all of our programs and opportunities for the organic community.  From research and education, to market information and technical assistance, we have something for you.

USDA Initiative Helps Farmers Keep Water Clean in Chesapeake Bay

You don’t have to dig too deep to understand the connection of USDA’s Natural Resources Conservation Service (NRCS) to clean water in the Chesapeake Bay watershed. For nearly 80 years, conservationists with this USDA agency have built a stellar reputation of helping producers save their soil and improve water quality nationwide with the use of technical expertise and financial assistance.

Conservationists have used this expertise to help farmers in the Chesapeake Bay watershed achieve similar goals.  Wise land management is one significant way to prevent the erosion and nutrient runoff that threatens the Bay.
