A large crowd of local officials, library patrons and staff filled the children’s section of the Pittston Memorial Library in Luzerne County, Pennsylvania, on a hot May afternoon to hear good news from Senator Robert Casey.  Smiles abounded as Senator Casey announced that the library is receiving a $48,000 USDA Rural Development Community Facilities grant for library improvements.

According to Senator Casey, the funding will be used to purchase 14 new computers, a new selection of children’s, nonfiction, large print, local history and audio books, bookcases, furniture, carpeting and other improvements. With the Luzerne County unemployment rate at 9.5 percent, (higher than the state average), the library’s computers and internet connection are a valuable resource for job seekers. Senator Casey also heralded local libraries as the “beginning of job creation--the beginning of education” where families can come for “tranquility, safety and peace of mind.”

USDA and Lutheran SeniorLife recently celebrated the dedication and open house of RoseCrest Assisted Living Facility. USDA Rural Development provided a $3 Million Community Facilities loan for the construction of the new state-of-the-art facility designed specifically for older adults with Alzheimer’s disease or other forms of dementia requiring memory support.

In less than a year, residents in the city of Hawesville and Hancock County, Kentucky., will have a brand new library that will be twice as large as the existing one. The new 10,000 square foot facility will provide additional space for computers with Internet access, public meeting rooms and educational classes. Perhaps even more important, patrons will no longer have to share parking with the courthouse and a local funeral home that are both located in the same downtown area.

Dozens of residents turned out on April 28 to break ground at the construction site and they were joined by local, state and federal officials to mark the occasion. USDA Rural Development State Director Tom Fern announced funding support to David Hobbs, president of the Hancock County Library Board, in the amount of $2.3 million.

What better way to celebrate Earth Day last month  than to recognize projects that are environmentally friendly and to educate our elementary school youths.  That's exactly what we did in northwest Missouri. The Missouri Rural Development (RD) staff partnered with the Senior Citizens Nursing Home District of Ray County and the Richmond Sunrise Elementary School for one celebration and with the City of Carrollton and Carrollton Elementary School for the second celebration.

In Richmond, Debra Berry, USDA Rural Development Area Specialist, talked with second graders in the Sunrise Elementary School about energy conservation and recycling and a poster contest was held for the students to demonstrate their creativity about the environment.  The gym full of students, teachers and the principal, showed great knowledge and excitement about caring for the environment.  When the top three poster winners were announced smiles lit up all the faces.  One of the student winners whose father was present to see the award had to call her mother at work - what excitement!

White Community Hospital and Nursing Home has provided quality care for community members of Aurora, Minn. for over 50 years. To strengthen and stabilize its healthcare services, White Hospital joined Essentia Health in 2010. Funds provided by USDA Rural Development will help combine Essentia Health’s Aurora Clinic with the White Community Hospital and Nursing Home facilities to offer a wide variety of services all in one convenient location known as Essentia Health – Northern Pines.

Rural Development funding for the expansion includes a guaranteed community facilities loan through Agstar Rural Capital Network and a community facilities direct loan.

Several years ago, community members in Bemidji, Minn. realized the need for a dental health facility that would serve underprivileged and at-risk families. In December of 2008, that realization became reality when the doors of the Northern Access Dental Center opened to the public.

The Northern Access Dental Center serves people in Beltrami county and nearby areas, which includes three American Indian reservations. Because a large percentage of this northwestern Minnesotan population falls under the legal poverty line, the volume of people requiring assistance provided by this new facility was vastly underestimated.

Now, for an update on the American Recovery and Reinvestment Act (ARRA) funding Raleigh County (West Virginia) Public Library in Beckley was awarded through the Rural Development Community Facilities program to obtain a new bookmobile.  I had yet another opportunity to interview Gary Knapp, Bookmobile Driver and Librarian at the Raleigh County Public Library, in regards to this project.
