USDA Rural Development has a long history of collaboration with the Oglala Sioux Tribe of South Dakota.  I’ve seen the power of these collaborations first-hand, both in my current role as Under Secretary for Rural Development, as well back in the 1990s when I had the opportunity to serve as Rural Development’s State Director in South Dakota.

I recently returned to the tribe’s Pine Ridge Reservation, accompanied by twelve Midwestern USDA Rural Development state directors.   We traveled across the reservation, seeing both cultural landmarks and projects that have been impacted by USDA.

Earlier today, Agriculture Secretary Tom Vilsack released a report highlighting the ways in which Community Facilities infrastructure investments in rural communities help create jobs and boost economic development, and Under Secretary Dallas Tonsager announced additional investments that will create jobs and promote economic growth across the nation.

The Community Facilities program supports job growth across the nation.  For example, recently, Under Secretary Tonsager had the opportunity to visit Greene County Medical Center (GCMC) in Jefferson, Iowa.  The 75-year-old hospital is planning a large expansion and renovation project that will create a state-of-the-art medical campus and USDA Rural Development will be involved in a big way.

On the southwest coast of the big island of Hawai‘i, USDA is partnering with Kona Pacific Public Charter School on a project to restore eight acres of land to the ancient Kona Field System of agriculture and then use traditional cultivation techniques to produce traditional foods for students and the community.

The CEO and president of Hutchinson Area Health Care wore an especially large smile during a dedication ceremony for the new senior living facility in late February. “When we broke ground, we imagined what could be,” Mulder said. “We didn’t imagine this.”

For years the Pinal Hispanic Council (PHC) had to defer building a new behavioral health clinic in Eloy, Arizona. They couldn’t afford to fund it.

Recently, in Dodgeville, Wisconsin, USDA Rural Development hosted a “Partners in Building Community Forum” in which the primary focus was to generate ideas that would promote job growth in Wisconsin. Over the past three years, USDA Rural Development has helped to create or save more than 1450 jobs in Southwestern Wisconsin alone.

The forum explored regional efforts and partnerships, in conjunction with USDA Rural Development’s assistance, that have contributed to economic development, job creation/sustainability, and the expansion of necessary community services, on a regional level, in Southwestern Wisconsin.

Earlier today I announced on behalf of Secretary Tom Vilsack that 19 tribal colleges in nine states have been awarded grants through the USDA Rural Development’s Tribal College Initiative Grant program, part of our Community Facilities program.  Funding will be used to upgrade Tribal college facilities and promote energy savings efforts.

Investing in Tribal educational facilities is key to increasing economic development in Native communities. These institutions and the students and faculty will benefit from funding that will enable them to provide enhanced educational opportunities and create jobs.

This month, one of our long-time and valued partners, Umpqua Community Development Corporation (CDC)—soon to be known as Neighborworks Umpqua—in Southwest Oregon, celebrates its 20^th anniversary. It is fitting for this special event to occur during National Homeownership Month, since Umpqua CDC has partnered with USDA Rural Development on numerous affordable housing efforts, as well as economic development projects. This work has had a direct and profound impact on the livability, sustainability and economy of communities here in Southwest Oregon.

A crowd gathered last Sunday in the community of Almont, North Dakota, to celebrate the completion of the new fire and ambulance hall.  The weather was perfect for the firefighters to grill burgers and play music for all to enjoy.  The ceremony started with Frank Melchoir, Almont Rural Fire District’s president, recognizing all the partners who made the project possible.  Members of the rural community had generously donated money and land for the new, modern facility.  USDA Rural Development was also a crucial player providing a grant and loan

Jasper Schneider, USDA Rural Development State Director, addressed the crowd expressing the critical importance of timely emergency services.  “Seconds matter in emergency situations, it could mean the difference in saving the building or, more importantly, a life,” said Schneider.  He continued by thanking the volunteers for their service and heroic efforts and also congratulated them on their dedication in making this project happen.

Recently I attended a dedication ceremony along with members of my staff held at the Sussex County Charter School for Technology in the New Jersey community of Sparta.  Also in attendance for the dedication were local and school officials as well as Real Estate Advisory Development Services (READS).

This Charter School received funding through USDA’s Community Facilities Program and the result was 20,000 square feet of educational space consisting of three separate buildings.  Two of the three buildings were built using modular units helping to keep the costs down.  The Charter School had shared space with the County Vocational School since 1997.
