Keep Striking from the Top: Inspirational Words for 2015 Florida A&M University Graduates

Last weekend, I had the pleasure of providing the commencement address for Florida A&M University’s spring 2015 graduates. As a designated 1890 historically black land-grant university, FAMU plays a critical role in teaching students to meet the high quality, innovative research needs that are vital to the well-being of our nation and the world. The ever-increasing need to feed the growing world population has made it more important than ever to train the next generation of policy makers, researchers and educators in the food and agricultural sciences.

With FAMU’s foundation and mission rooted in agriculture, engineering and technology, science and mathematics, it is paramount that the school’s graduates recognize the importance of the contributions they can make as leaders in science and agriculture. These graduates will be a part of the next generation that uses the power of their passion, potential and creativity to develop innovative solutions to some of the world’s present-day challenges.

USDA Celebrates the Public Service of 12 Unsung Heroes

Every day, USDA employees are hard at work providing safe, nutritious food for our families and children; conserving our land and natural resources; supporting our nation’s farmers and ranchers; expanding market opportunities for American agriculture at home and abroad; and investing in our rural economies.  Recently, Secretary Vilsack penned a moving essay as to why he dedicates his life to public service at the USDA.

Nearly 100,000 USDA employees serve our country with pride and dedication. As part of Public Service Recognition Week, I joined the Organization of Professional Employees at the Department of Agriculture to honor 12 outstanding colleagues and teams from around the country in our 31st Annual Unsung Hero Award Ceremony.  I invite you to congratulate these extraordinary public servants for their dedication to their jobs and their communities.

USDA Strengthens Partnership with 1890s Universities

Congress enacted the Second Morrill Act, creating a group of African-American land-grant universities, in the year 1890.  Today – 125 years later – USDA maintains a close, supportive and cooperative relation with these 19 schools located in 18 states that are commonly known as “1890 Universities.”  

This morning in a ceremony in his office, Secretary Vilsack signed an agreement extending USDA’s commitment to the 1890 Universities for another five years. Also signing the agreement was Dr. Juliette Bell, President of the University of Maryland Eastern Shore (UMES), acting on behalf of the Association of Public and Land-grant Universities’ (APLU) Council of 1890 Universities.  Secretary Vilsack spoke of the importance of extending the partnership between these universities and USDA, saying it was “more important than ever to train the next generation of policy makers, researchers and educators in the food and agricultural sciences.”

A Greenhouse Garden Inspires an Urban New Orleans School

Tucked in the middle of a mixed commercial and residential area of New Orleans still struggling to recover from the effects of Hurricane Katrina, is Carter G. Woodson Middle School − a state of the art public charter school known as Knowledge is Power Program (KIPP) Central City Academy.

As I wandered through the garden taking pictures and preparing for guests to arrive for the Greenhouse Garden Club ribbon cutting ceremony, I was intrigued by the markers made by students identifying the plants in the beds and statements about working hard and respecting the garden. 

“Hello miss! Our teacher sent us out here to keep you company,” said seventh-grader Keyira Powell.  She was accompanied by another student, Clifton Desilva who mostly stood in silence while Keyira − clearly a school ambassador – eagerly began telling me about the gardening club.

A New Way to Stop Invasive Pests - Clean Recreation

For years now, the U.S. Forest Service has been encouraging visitors to our nation’s forests and grasslands, to not only enjoy all there is out there, but to play safe and play clean.

One example of this outreach effort is the PlayCleanGo: Stop Invasive Species In Your Tracks campaign.

PlayCleanGo has 130 partners, all fostering active participation in actions designed to interrupt recreational pathways of spread for invasive species. By becoming a partner, you can spread the message to stop invasive species in your tracks.

Measuring Environmental Effects of Conservation Practices

Have you ever heard the saying, “In God we trust, all others bring data?" Those are the words of William Edwards Deming, a distinguished American statistician and researcher. As an agricultural statistician at USDA’s National Agricultural Statistics Service (NASS), collecting and distributing reliable data are the most important things I do. The data we provide help shape many key decisions about all sorts of things related to agriculture, including conservation practices.

But I don’t only collect and distribute data. I get to administer the Conservation Effects Assessment Project (CEAP) survey – something I’m especially proud of. CEAP is a major project led by our sister agency the Natural Resources Conservation Service. The results of the survey contribute to a first-hand look into how operators maintain agricultural lands for tomorrow. This insight is so important because soil erosion, climate change, water shortages, and feeding ever-increasing populations are common concerns today.

Honduran Agronomy Students Tour Unique USDA Laboratory

This was not your typical class trip. The group of agriculture students from Honduras who visited USDA’s National Soil Dynamics Laboratory (NSDL) in Auburn, Alabama, were given tours of a one-of-a kind research facility that features, among other things, 13 soil bins, about the length of football fields, that look like huge outdoor bowling lanes. These gigantic soil bins have a special purpose: they are used to study the effects of farm machinery on the soil.

The NSDL, operated by USDA’s Agricultural Research Service (ARS), has played a key role over the years in helping farmers in southeastern United States produce quality food in sustainable, economical and environmentally friendly ways. Built in 1935, the NSDL was the world’s first full-size outdoor laboratory for tillage tools and traction equipment. Work there has influenced the design of almost all modern agricultural equipment and is credited with spawning the scientific discipline of soil dynamics. The site has been designated as an historic landmark by the American Society of Mechanical Engineers and the American Society of Agricultural Engineers.

With USDA Support, Aging Utah Dams to be Revitalized

In the 1950s and 60s USDA’s Natural Resource Conservation Service (NRCS), working with state, local governments and partners, designed and built many dams across the United States for flood and sediment control and water storage. Many of these dams are coming to the end of their design life.

In early April, I traveled up the American Fork Canyon in Utah to Tibble Fork Dam to announce Utah would be receiving nearly $30 million dollars to rehabilitate aging dams.

$1 Billion Invested in Rural Health Care Across 13 States

In late 2011, the President announced a White House Rural Council initiative lead by the US Department of Health and Human Services (HHS) and US Department of Agriculture (USDA) to invest in rural health and link rural doctors and hospitals to financing for health IT. The initiative was designed to address the need for financing to support the adoption of health IT systems in rural communities.  Financing has been cited as one of the top challenges for rural doctors and hospitals serving remote and poor communities.

Between 2012 and 2014, the HHS and USDA led initiative generated approximately $1 Billion in rural health care financing across 13 states. These investments, funded by USDA, included grants and loans to help rural clinics and hospitals transition from paper to electronic health records (EHRs), encourage exchange of health information with health care providers and patients, and offer telehealth services.

Direct Certification Improves Low-Income Children's Access to Healthy School Meals, Boosts Program Efficiency

USDA’s Food and Nutrition Service (FNS) is committed to helping America’s children get the nutritious food they need to learn and grow.  Direct certification for school meals is one important strategy to make that possible for the low-income children.  This process links student enrollment records to states’ Supplemental Nutrition Assistance Program (SNAP) and Temporary Assistance for Needy Families (TANF) program data, so children receiving SNAP or TANF can be directly certified for free school meals without having to submit additional paperwork through applications. 

By using data already verified through SNAP and TANF, direct certification improves efficiency and accuracy for schools.  Just as importantly, families are spared the burden of a separate meals application.  Congress made direct certification a requirement for all schools through the 2004 Child Nutrition and WIC Reauthorization Act.
