Matt Allen


Matt Allen joins USDA Office of Homeland Security from the Federal Emergency Management Agency.  He most recently served as the Senior Advisor to the Chief Operating Officer, providing advice and counsel to the Office of the Administrator and senior Agency leaders. 

Previous FEMA experience includes multiple roles in the Office of the Chief Financial Officer, to include Senior Advisor and Chief of Staff to the CFO, Acting Deputy Chief Financial Officer, and the Acting Budget Director.  In 2018 following one of the largest disasters in U.S. history, Mr. Allen deployed to Puerto Rico for six months as the Economic Sector Director, where he led the economic response and recovery for the presidentially declared disaster Hurricane Maria.  Mr. Allen also served in response operation leadership positions as the Chief and Deputy Chief of the FEMA National Response Coordination Center, leading the overall coordination and Federal response efforts for major incidents and emergencies to include earthquakes, floods, hurricanes, wildfires, and other catastrophic natural and man-made disasters.

Mr. Allen has previous experience in leadership positions in the Office of the Secretary of Homeland Security, Office of the Secretary of Agriculture in Congressional Relations, the White House office of Presidential Advance, and began his public service career in the U.S. House of Representatives, focusing on Appropriations.

Mr. Allen is a graduate of the Pennsylvania State University and earned a master’s certificate from the University of Virginia, Darden School of Business.
