Are You Ready? Do You Know How USDA's Nutrition Assistance Programs can Play a Vital Role in Helping Those Most in Need Following a Disaster?

Twice a year, as part of America’s PrepareAthon!, USDA works closely with the Federal Emergency Management Agency (FEMA) as well as with other Federal, state and local partners to promote emergency preparedness.  When disasters strike, it’s not only important for you and your family to be prepared, it’s also critical that your community be prepared.  USDA supports local communities by providing access to healthy meals in emergency situations.

USDA’s Food and Nutrition Service (FNS) ensures people have access to nutritious food when they find themselves suddenly in need of assistance following a storm, earthquake, flood or other disaster emergency.  Oftentimes after a disaster, retail food stores are closed making it impossible for families to get the food they need.  Even after stores reopen, disaster survivors often still are recovering financially which makes buying food difficult.  FNS programs are there to help in those circumstances.

Big Impact from a Small Kitchen

I recently traveled to Columbus, Ohio with Farm Service Agency (FSA) Administrator Val Dolcini and stopped by Southside Roots Café, Market and Kitchen for lunch. The restaurant makes delicious food from locally-sourced seasonal ingredients, but what really sets it apart is how it charges customers for that food.

Southside Roots Café uses a pay-what-you-can approach that allows everyone to eat nutritious, delicious food, regardless of their income. Housed in a former school building owned and operated by the Mid-Ohio Food Bank, the café and an adjacent fresh food market provide fresh, affordable, nutritious food to the local community. Weekly community meals, along with a kids’ meal program for students at a nearby development center and visitors to the Boys and Girls Club of Columbus, round out the food bank’s creative approach to serving families and children in need.

At USDA’s Agricultural Marketing Service (AMS), our 4,000 employees work hard every day to support the country’s diverse agricultural operations. Whether it’s individual farmers or international businesses, we have a long tradition of collaborating, innovating, and evolving to keep American agriculture competitive in the global marketplace.

As part of Public Service Recognition Week, I would like to introduce you to some of our employees and tell you about the remarkable work they do each and every day.

Of Bison and Blue Cornmeal: USDA Supports Access to Traditional Foods in Native American Communities

March is National Nutrition Month. Throughout the month, USDA will be highlighting results of our efforts to improve access to safe, healthy food for all Americans and supporting the health of our next generation.

In Indian Country, culture and tradition are sustained through shared meals with family and the community. Traditional foods are a powerful way for each new generation to connect with and honor its history and its ancestors.

Bison and blue cornmeal have recently graced the tables of participants in USDA’s Food Distribution Program on Indian Reservations (FDPIR) thanks to the joint commitment of the Agricultural Marketing Service and Food and Nutrition Service, working with the FDPIR community to identify and procure foods traditional to many tribes. Last year, AMS awarded two contracts to Native American-owned small businesses to deliver frozen, lean ground bison meat to FDPIR. From November 2015 to the end of June 2016, these companies are on schedule to deliver a total of 520,000 pounds of bison meat. A third contract was awarded for whole-grain blue cornmeal. This product was received by tribes during the 2015 holiday season for use in a wide variety of recipes and cultural dishes.

Celebrating American Agriculture: All USDA Foods are Local to Someone

March is National Nutrition Month. Throughout the month, USDA will be highlighting results of our efforts to improve access to safe, healthy food for all Americans and supporting the health of our next generation.

Fish and fowl, sowing and reaping, nutrition and agriculture… certain words and concepts naturally go hand in hand, and March is a month to celebrate both the foundation and purpose of the American food system. With March designated as National Nutrition Month and March 15 as National Agriculture Day, the time is ripe to reflect on healthy eating goals and to express gratitude for the farmers, fishers, and ranchers who provide the foods to fuel our nation.

USDA’s Food Distribution Programs work at the intersection of nutrition and agriculture. Each year, USDA purchases more than 2 billion pounds of food worth nearly $2 billion from American farmers and distributes the food to schools, food banks, Indian Tribal Organizations, disaster feeding organizations, and other charitable institutions and feeding organizations. The programs benefit both ends of the food chain by supporting local agriculture and the economy while also providing a nutrition safety net for vulnerable Americans.

High Five for Partnerships with Native Americans and Alaska Natives

2015 was another banner year for innovative Federal / Tribal partnerships, government-to-government relations with Federally Recognized Tribes and investments that continue to improve the quality of life for American Indians and Alaska Natives. Here are five examples from this past year of ways USDA and this Administration have built on their deep commitment to improving our working relationships with Tribes and helping them meet unique challenges facing tribal communities head-on.

USDA Foods: From American Farms to American Tables

USDA has programs and services that bring the bounty of American agriculture to people and communities across the country. One of the most impactful ways my agency, the Agricultural Marketing Service (AMS), fulfills its mission is through our USDA Foods purchase programs.  Our food purchases begin with American farmers, ranchers, and fishermen, and end their journey on the tables of our nation’s schools, food banks, and communities.

AMS plays a central role in this supply chain that delivers about 2 billion pounds of domestically-grown and -processed food each year. That equates to about 52,000 semi-trucks full of food every year—enough trucks to stretch the length of Florida tip to tip!

Wisconsin Team Nutrition's Whipping Up Wellness, Wisconsin Student Chef Competition

The Team Nutrition Training Grants are awarded as part of USDA's Team Nutrition initiative, which provides resources, training, and nutrition education lessons for schools and child care providers. And this year marks the 20th anniversary of the Team Nutrition initiative.  Wisconsin Team Nutrition has used the funding to build out their healthy cooking contest for the states’ middle and high school students.

Thanks to funding from a USDA Team Nutrition Training Grant, Wisconsin Team Nutrition has been able to expand its interactive cooking contest, Whipping Up Wellness, Wisconsin Student Chef Competition. Now in its third year, this popular contest combines the excitement of competition with the principles of healthy eating, while creating an engaging opportunity for nutrition education.

USDA's Commitment to Quality Foods

Across the country, schools are back in session. Here at the USDA’s Agricultural Marketing Service (AMS), our inspectors and procurement specialists work hard to make sure that quality, domestically-produced foods are delivered to students and other recipients for our federal food purchasing programs. As students are getting used to their new schedules, we would like to highlight how our own little field trip shed some light on a typical day for some of our employees.

A team of AMS employees recently traveled to Knouse Foods, a grower-owned cooperative that supplies apple and cranberry products for federal food purchasing programs. The employees saw first-hand how USDA inspectors help Knouse and other companies verify the quality of their products. As the apple sauce traveled through the facility, USDA inspectors pulled random samples to make sure that they met product quality and condition requirements. All USDA Foods are required to be inspected, and in this case, inspectors pulled samples of apple sauce to evaluate traits like its color, flavor, and consistency. As an independent third-party, the inspections help suppliers meet USDA Foods requirements but they also can help them meet requirements from other buyers.

Back to School Checklist: Fruits and Veggies

Fruits and vegetables are at the top of USDA’s back to school list, and just in time for the new school year, the Pilot Project for Procurement of Unprocessed Fruits and Vegetables is making it easier for schools in eight states to purchase them. The 2014 Farm Bill authorizes the pilot in not more than eight states participating in the National School Lunch Program, and provides them with an opportunity to better access nutritious foods. The pilot also helps create and expand market opportunities for our nation’s fruit and vegetable producers, opening the door for a variety of vendors, small growers, food hubs and distributors to supply unprocessed fruits and vegetables to participating schools.   

So far, five states (California, Connecticut, Michigan, New York and Oregon) have spent over $600,000 through the pilot from February through June 2015. Several California districts contracted a produce distributor to connect local and regional producers with schools to receive peaches, cauliflower, apricots, and kale from their state. Students in Oregon are chomping on pears from the Pacific Northwest, while many Connecticut and New York schools are feasting on Macintosh apples from Massachusetts orchards and Empire apples from New York. Virginia, Washington, and Wisconsin were also selected for the pilot and will begin receiving deliveries of fruits and vegetables in the coming months.
