South Dakota USDA Rural Development, Governor’s Office of Economic Development, South Dakota Housing Development Authority (SDHDA), and the Great Plains Native Asset Building Coalition convened a vital meeting of stakeholders recently to gain input on the creation of a statewide coalition to support and promote homeownership in South Dakota Native communities.

Six of the nine Indian reservations in South Dakota, including representatives of six Indian housing authorities participated in the session, as well as Nathan Sanderson of the Governor’s Office of Economic Development.  In addition to USDA Rural Development, federal stakeholders included the Departments of Housing and Urban Development, Veterans Affairs, and Indian Health Service. About 50 people gathered for a daylong working session to provide critical impute on the goals and priorities of a proposed coalition.

Earlier this summer, I had the opportunity to participate in the National Congress of American Indian’s (NCAI) mid-year meeting in Reno, Nevada.   The NCAI meeting was a warm and familiar place for me, as I recently left a position as NCAI’s Director of Economic Development to assume my current position as Director of USDA’s Office of Tribal Relations.

While I was in Nevada, I wanted to be certain to see Secretary Vilsack’s StrikeForce Initiative in action, as I was aware that Nevada’s USDA leaders had selected Nevada’s Indian reservations for their StrikeForce focus.  What a day I had on June 26!  It was tremendous to experience the mutual vigor among tribal leaders, USDA leaders, and their respective teams.

During their seven years of marriage, Miguel and Sandra Duarte and their two children became tired of living in an apartment. Then one hot summer day in 2012, Mr. Duarte, a surveyor, found himself working on a housing subdivision in Sunland Park, New Mexico on the Mexican border. That’s when he asked his boss, “I wonder if I could buy one of these homes?”

Soon he was in the Las Cruces, New Mexico USDA Rural Development office talking with housing staff about homeownership. After qualifying for a Rural Development direct home loan the construction of the Duarte home soon began.  As soon as the final electric connection is made to the house the Durate’s will move into their new home later this month.

Memphis is emerging as a metro region where rural and urban economic opportunities suggest the need for meaningful collaborative activities. Recently, USDA staff participated in a gathering of community development workshop in Memphis where rural leaders gathered to share challenges and successes with urban counterparts. The event was sponsored by the National Association of Development Organizations (NADO), the Delta Regional Authority, and the U.S. Department of Housing and Urban Development’s (HUD) Office of Sustainable Housing and Communities.

Beginning in 2010, HUD began providing three-year Regional Planning grants to groups that were interested in developing long-range community plans that would help guide future federal investments in a more strategic manner. A number of those grants have been provided to communities in the Mississippi Delta region, and last week’s meeting gave the Delta Region grantees a chance to share successes and challenges of their efforts.

Recently, Crow Creek Sioux Tribal Chairman Brandon Sazue Sr.  joined USDA Rural Development Acting Housing Director Bruce Jones and Lori Moen, Chief Operating Officer for GROW South Dakota (GROW) in the signing of a Memorandum of Understanding that will streamline the process towards increased homeownership on the Crow Creek Indian Reservation.  “What we do today can make a difference for tomorrow.  By working together, we support the betterment of our Tribe as we know housing is much needed on our Reservation” said Chairman Sazue Sr.

USDA in Virginia is forging partnerships this summer to ensure that low-income children continue to receive nutritious meals when school is not in session. Under the Food and Nutrition Service (FNS) based program, free, nutritious meals are provided to all kids 18 years old and under at approved sites in areas with significant concentrations of low-income children.

The Food and Nutrition Service’s Summer Food Service Program has found an ally in its fight against childhood hunger with its partnership with USDA Rural Development Multi Family Housing Program to help get the word out about the problem of summer nutrition. With over 270 Multi Family complexes located across Virginia, some of which are in persistent poverty counties, this relationship has the potential to benefit many children statewide.  Over 30 kids enjoyed a healthy and nutritious meal at the Sandston Woods Multi Family Housing Apartment Complex on June 25^th to kick off the program.

Every day, USDA provides assistance to help grow American agriculture and increase opportunities for rural communities. Unfortunately, 90 percent of America’s persistent poverty counties are in rural America.

Earlier this year, we launched the StrikeForce Initiative for Rural Growth and Opportunity, which targets rural areas of persistent poverty where USDA staff work with state, local and community officials to increase awareness of programs, target resources and leverage partnerships to promote economic development and job creation.  The initiative is now operating in sixteen states in the Southeast, Southwest, Great Plains and Alaska. As I travel the country, I am heartened to learn of the impact StrikeForce programs have had in these communities and hear stories from the people who have benefitted.

From the top of Limestone Ridge, 6,000 feet up, the scars of a massive wildfire on Arizona’s White Mountain Apache Reservation in east central Arizona are still visible. As far as the eye can see are bare mountain ranges where century-old ponderosa pines once stood.

A decade ago, the Rodeo-Chediski fire burned more than 270,000 acres and an estimated 80 million trees, leaving behind few pine trees to help seed the beginnings of a new forest.

In rural America, the local community drives the rural economy. Main Street businesses are critical to economic growth. Money spent and invested locally rolls through a community and generates even more economic benefits.

That’s why rural small businesses are critical to strong rural communities. And it’s why USDA is pleased to join with the Small Business Administration to recognize and honor America’s small businesses this week, during National Small Business Week.
