New State of the Art Food Bank Opens in West Texas

March is National Nutrition Month. Throughout the month, USDA will be highlighting results of our efforts to improve access to safe, healthy food for all Americans and supporting the health of our next generation.

West Texans fighting food insecurity have a new resource to combat hunger. The West Texas Food Bank held the grand opening of their new 60,000 square foot location during a recent ceremony in Odessa.

In operation since 1985, the West Texas Food Bank saw the need for food grow exponentially in their communities, requiring them to expand their services. The new facility replaces the East 2nd Street building, and is a first-of-its-kind in West Texas. Thanks to generous donations from area philanthropists committed to fighting hunger locally, the facility will help meet the nutritional needs of more than 31,000 people living in poverty or food insecurity in Midland County, while serving 18 other West Texas counties.  According to the West Texas Food Bank Executive Director, Libby Campbell, the new facility offers more program opportunities for seniors, children, families and the homeless.

Big Schools Make Big Changes in School Meal Delivery

March is National Nutrition Month. Throughout the month, USDA will be highlighting results of our efforts to improve access to safe, healthy food for all Americans and supporting the health of our next generation.

For more than 250,000 students in the Los Angeles Unified School District (LAUSD), gone are the days of scrounging for lunch money, bumming a snack from a friend, or going into seventh period with a growling stomach. As of March 1,339 sites in the district now offer breakfast and lunch at no cost to students via the Community Eligibility Provision (CEP).  The second largest school district in the nation, LAUSD serves a high-poverty population: More than one in five residents live below the poverty line, and the area has the largest food insecure population in the country.  By expanding CEP in their district, LAUSD is guaranteeing students access to the nutrition they need to thrive in the classroom and beyond.

You may have heard us talk about CEP before.  Most recently, we explored how schools around the country are remaining flexible - dealing with any barriers they may face - to implement CEP and benefit from what administrators are calling a “financial win/win.”  We’re excited to report that several large districts across the country – and the hundreds of thousands of students enrolled at those schools – are now experiencing those poverty-fighting, nutrition-promoting benefits.  LAUSD joins Chicago, Dallas, Philadelphia, Shelby County (Tenn.) and Houston school districts, who have all implemented CEP, offering two nutritious meals a day at no cost to more than 100,000 students each.

Saluting the Food and Nutrition Experts on Registered Dietitian Nutritionist Day: March 9, 2016

In honor of Registered Dietitian Day, today we celebrate Registered Dietitians around the country, working in all facets of society including the Federal government. Across the Federal family, RDs work in nutrition research, nutrition education development, nutrition policy, nutrition assistance programs, and much more, providing leadership, knowledge and expertise that is critical to Federal programs. To help celebrate RD Day the President of the Academy of Nutrition and Dietetics highlights the importance of RDs and their service to Federal nutrition programs.

I am proud to be a registered dietitian nutritionist, especially on Registered Dietitian Nutritionist Day, which is being celebrated today – March 9. This special day, created by the Academy of Nutrition and Dietetics, recognizes nearly 100,000 devoted food and nutrition experts and recognizes RDNs in every area of practice.

Among my greatest sources of pride are the RDNs who work with the U.S. Department of Agriculture and other government agencies to decrease food insecurity and improve food safety throughout the United States.

Food Safety in Numbers

March is National Nutrition Month. Throughout the month, USDA will be highlighting results of our efforts to improve access to safe, healthy food for all Americans and supporting the health of our next generation.

USDA’s Agricultural Marketing Service (AMS) purchases nearly 100 million pounds of boneless and ground beef each year for distribution through Federal nutrition assistance programs, including the National School Lunch Program.  AMS works tirelessly with producers, processors, and other federal and state officials to ensure that beef delivered to program recipients is safe and nutritious.

The products we purchase support American agriculture through domestic-only purchases that are delivered to schools, food banks, and households in communities across the country.  These purchases are a vital component of our nation’s food security program.  The Food Safety and Commodity Specifications Division – part of the AMS Livestock, Poultry, and Seed program – sets standards and provides testing and oversight for these purchases.

How the Biggest Changes in Our Nation's Nutrition Programs in a Generation Came to Be, Part I

More than seven years ago, in one of my very first conversations with newly-elected President Obama, his charge to me was simple: “feed the children and feed them well.”  Today, I’m proud to say that feeding children and supporting families in a time of great need is not only among the greatest domestic policy achievements of USDA under the Obama Administration, it is among my proudest accomplishments as Secretary.

Food Insecurity in U.S. Households Essentially Unchanged from 2013, but Down from 2011 High

USDA’s recently released annual report on the incidence and severity of food insecurity in American households marks 20 years of Federal statistics measuring U.S. food insecurity. This year’s report, presenting 2014 data, shows that 86.0 percent of American households were food secure throughout the entire year, meaning that all household members had access at all times to enough food for an active, healthy life. In 2014, 14.0 percent of U.S. households (17.4 million households) had difficulty at some time during the year providing enough food for all their members because of a lack of financial or other resources. Food insecurity, essentially unchanged from 2013, is down from a high of 14.9 percent measured in 2011.  

Looking back over the last several years, the food insecurity rate, as expected, rose in 2008 with the recession. But the food insecurity rate has not returned to pre-recession levels. Research shows that while modest improvements in food security have accompanied declining unemployment, other changes in the economy, including higher food prices, appear to offset the effect of unemployment declines. These higher food prices, along with an increase in overall inflation, are key factors preventing food insecurity rates from any substantial decline. Another Economic Research Service (ERS) study found that, particularly for households receiving benefits from USDA’s Supplemental Nutrition Assistance Program (SNAP), higher local food prices were related to higher food insecurity.

Serving More Summer Meals in Rural and Tribal Areas

During the school year, over 21 million children receive free and reduced-price breakfast and lunch each day through the USDA’s National School Lunch Program. But, when school is out, many children who rely on these meals go hungry. The challenge is particularly great in rural areas and Indian Country, where 15 percent of households are food insecure. In these areas, children and teens often live long distances from designated summer meal sites and lack access to public transportation.

According to Feeding America, 43 percent of counties are rural, but they make up nearly two-thirds of counties with high rates of child food insecurity. The consequences are significant. Several studies have found that food insecurity impacts cognitive development among young children and contributes to poorer school performance, greater likelihood of illness, and higher health costs.

Pediatricians understand all too well the toll that obesity and malnutrition are taking on the health and well-being of our nation’s children. Pediatricians, not politicians, know what’s best for the health of our children, which is why the healthier school meals are based on the advice of pediatricians and nutrition experts. With doctors, parents, teachers and schools all working together, we can make sure our kids get the healthy start in life they deserve. --Secretary Vilsack

Over the years in my weight management clinic, it became clear to me that addressing each child’s medical needs, such as the need for lifestyle counseling treatment for obesity-related liver disease, type 2 diabetes, or sleep apnea, was a crucial part of my job as a pediatrician. So was caring for the whole child. That meant working to meet three of their most basic needs outside the walls of my pediatric practice: sound nutrition and healthy physical activity; stable, nurturing relationships in families, early child care settings and schools; and safe environments and communities where children live, learn and play.

NIFA and the Farm Bill: A Year Later

February 7 marks the first anniversary of the Agriculture Act of 2014, commonly known as the 2014 Farm Bill. This milestone provides an opportunity to report on the National Institute of Food and Agriculture’s (NIFA) efforts during the last year to implement the many provisions of relevance to the agency.  Here are a few of the more significant provisions that have been implemented:

Federal Employees Help to Knock Out Hunger

When I became National Program Manager for the 2014 Feds Feeds Families campaign—the sixth annual, nationwide food drive of Federal employees—I challenged Federal employees nationwide to help knock out hunger by supporting this year’s initiative.  I had every confidence that our Nation’s civil servants would step up in a huge way.  Feds have a tradition of generosity and answering the call whenever, wherever, and however they are needed.  Even so, this year’s results far exceeded my expectations:  14.8 million pounds of donated food went to food banks and pantries across the country.  That’s 7,400 tons of food this year.

Since 2009, the campaign has donated almost 39 million pounds of food to families and individuals in need.  All Federal agencies across the country participated.  Federal employees donated both perishable and non-perishable food items throughout the summer.  This year Feds Feed Families also encouraged employees to take advantage of gleaning (clearing fields of unused produce).
