New and Improved Tools Help Adapt Forests to Changing Conditions

Changes in climate and extreme weather are already increasing challenges for forest ecosystems across the world. Many impacts are expected to remain into the future.  This means forest managers, conservationists and woodland owners continually need to address climate change to ensure forests can provide a broad array of benefits and services. The USDA Northern Forests Climate Hub and the U.S. Forest Service provide tools to help address this need.

Collaboration between scientists and managers resulted in the publication Forest Adaptation Resources: Climate Change Tools and Approaches for Land Managers. This publication provides a suite of materials enabling land managers to consider the likely effects of climate change and increase the ability of forests to cope with climate change impacts.

Sustainably Growing Vegetables in a Changing Climate: It's about Working Together

The Pennsylvania Association of Sustainable Agriculture (PASA) sponsored a field day on June 2 to talk about growing vegetables in a changing climate.  The discussion focused on climate change, its impacts on the farming system, and strategies to effectively adapt through increasing biodiversity on the farm.

PASA’s Director of Educational Programs, Franklin Egan, provided an overview of climate change trends and projections.  Dave King and others who farm 160 acres of vegetables and small fruit all sold within 25 miles of the farm, talked about their challenges and sustainable farming practices.  Among them, high tunnel beds have more aphids and pill bugs in the winter, downy mildew appears earlier in the summer, weeds are not any easier to manage especially without degrading soil health,  irrigation costs are rising, and deer pressure rises during droughts.  Practices being continuously adapted to respond to changing conditions include a highly diversified crop production system, use of beneficial insects, crop rotations, cover cropping, and rye straw mulch.

Secretary Vilsack Visits Puerto Rico to Talk Climate Change and Caribbean Agriculture

Agriculture Secretary Tom Vilsack visited the Caribbean Climate Hub in Puerto Rico earlier this month to lead a roundtable discussions with local agricultural officials, farmers and ranchers, USDA agency leaders, economic investors, and scientists, and to view first-hand the Hub’s pioneering work in climate change research, education and outreach.

“Adaptation to climate change is a matter of National Security.  We need to have a functional food economy to counter food insecurity,” said Secretary Vilsack during the Climate Hub Roundtable held at the El Yunque National Forest.  Local USDA agency leaders expressed concern about the increasing incidence of pests and diseases affecting agriculture and forestry in the Caribbean, mostly related to climate change, and the need for more education and support for water and soil conservation measures.

How important will climate change considerations be in your work in the next 3-5 years?  That was one of the questions USDA employees were asked in mid-April at the start of a two-day workshop at the Animal and Plant Health Inspection Service (APHIS) in Riverdale, Maryland.  The hands-on training session, facilitated by APHIS’ Climate Change Working Group, the Forest Service, Northern Forests Climate Hub and the Northern Institute of Applied Climate Science, was designed to help APHIS employees from various program and support units incorporate climate change considerations into their actual projects.

The USDA Northern Plains Regional Climate Hub (NPRCH) partnered with the 1914 Cooperative Extension programs in Montana, Wyoming, Colorado, North and South Dakota, and Nebraska to develop and deliver science-based, region specific information and technologies to agricultural and natural resource managers to enable them to make climate-informed decisions.  The team has met monthly since June 2015, and through their efforts and partnership with the NPRCH they reached out to Extension colleagues to develop relevant projects that meet stakeholder needs in the region.

Since becoming partners, the NPRCH Extension and Outreach participants have developed the following three efforts, which they will work on during the coming year.

California Farmers Count Every Drop with Efficient Irrigation Technologies

Despite hopes for a drenching from El Niño, California farmers are facing another drought year in 2016.  Even after four years of the worst drought on record, California farm output was a record $54 billion in 2015, accounting for more than half of the nation’s fresh produce. Groundwater has helped compensate for California’s lack of rainfall, but groundwater overdraft cannot be continued indefinitely.

California farmers have responded to the drought by fallowing land; switching to crops that yield higher value per unit of water; and switching irrigation technologies.  Almost all California cropland is irrigated, so continued improvements in irrigation efficiency are key to weathering this and future droughts.

Honey bee health and climate change would both rank high on anyone’s list of hot topics in agriculture these days.

Lewis H. Ziska, an Agricultural Research Service (ARS) plant physiologist, with what is part of the Northeast Climate Hub in Beltsville, Maryland, knows this. He also knows that any study involving both honey bees and climate change should be carefully conducted and cautiously interpreted.  Ziska has been studying the effects of climate change on plants since 1988. He has been focusing on how rising atmospheric carbon dioxide (CO2) levels accompanying climate change are affecting a wide range of plants—from important food crops to noxious weeds.

If you’re a farmer, rancher or working land manager in the southeastern United States, the USDA Southeast Regional Climate Hub (SERCH) can be a valuable resource in delivering timely and applicable climate information and tools.  Located in Raleigh, North Carolina, on the campus of North Carolina State University, SERCH is led by the Forest Service.  The mission is to increase the resilience of working lands – agriculture, forest, and grazing lands – to climate change and variability through adaptive management.  SERCH assesses the vulnerability of key southeastern resources to climate changes; connects with Land Grant Universities, extension professionals, and other technical assistance providers to understand the needs of southeastern land managers; develops new or amends existing tools to support the emerging climate needs of land managers; and delivers climate-smart information through established networks.

At a recent meeting in Kennewick, WA, panelists representing agricultural industries in the Pacific Northwest addressed the need for climate change adaptation and mitigation.  A wheat farmer representative said that farmers are flexible and can change how and when they plant as changes in weather occur.  An irrigation association representative indicated that after several years of long dry seasons and low snowpack, members were interested in re-thinking how water rights are administered.  The grape growers were worried about the changing climate and thinking about new strategies—mostly planting more heat-tolerant varieties.  The shellfish representative seemed astounded that anyone would question climate change.  He indicated that shellfish growers were already sending their “crops” to Hawaii where the water is less acidic, and were planning new strategies for raising shellfish.  The lesson here is what affects people directly gets their attention.

The Southern Great Plains has historically posed a challenge to farming and ranching.  Extended drought, late season freezes and excessive rainfall are facts of life in Texas, Oklahoma and Kansas.  With continued climate change, the likelihood is growing that extreme weather conditions will have even more of an effect on the country’s ability to produce food and fiber as we move into the future.  It’s paramount the nation’s farmers and ranchers are given tools to develop strategies to help weather the storms and maintain the productivity and profitability necessary to stay on the land.

The USDA Southern Plains Climate Hub (Hub), along with USDA’s Natural Resources Conservation Service (NRCS) and Agricultural Research Service (ARS), Redlands Community College, the region’s Agricultural Universities and other partners have been working to develop best management practices designed to help ag producers adapt to intense weather events through improving soil health.  This includes the establishment of demonstration farms that implement soil health practices such as no-till, cover cropping and better pasture management.  As a result of conducting field days and soil health seminars associated with these demonstration efforts, the Hub and its partners are providing real world examples of how implementing these soil health practices can help agriculture “harden” itself to extreme drought, volatile temperature swings and heavy rain events.
