The Morrill Act: 153 Years of Innovations for American Agriculture

July in America.  It is summer time and school’s out. It is about vacations and maybe a trip to the beach. It is Independence Day—the 4th of July—and parades and fireworks.  It is about barbecues, hotdogs, and burgers. 

2015 marks America’s 239th birthday.

July is also the month for another important birthday in America—passage of the Morrill Act on July 2, 1862, which established the land-grant university system, ensuring access to education for all people.

Northeast Regional Climate Hub Vulnerability Assessment Published

The Northeast Regional Climate Hub covers Connecticut, Delaware, Maryland, Maine, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont, West Virginia, and the District of Columbia. The Northern Forests Climate Sub Hub shares this footprint and represents people working and living in the forests of the Northeast.

About 21 percent of land in these 12 states is farmland (6 percent of national total), and 62 percent is classified as timberland (total land area covered by trees is somewhat larger). The northeastern United States is home to about 175,000 farms that collectively produce agricultural commodities worth more than $21 billion per year. The most important commodities in the Northeast are dairy production and poultry, and about half of the field crops (including pasture) grown in the Northeast are for animal feed. Horticulture is a relatively large portion of total plant production in the Northeast, as are perennial fruits such as apples, pears, blueberries, and cranberries. Farms in the Northeast are on average smaller than in many other parts of the country, and a greater percentage of these are operated by women than in the rest of the United States. Organic production is relatively greater than in most other regions.

Northern Plains Regional Climate Hub Vulnerability Assessment Published

The Northern Plains Regional Climate Hub—encompassing Montana, North Dakota, South Dakota, Wyoming, Nebraska, and Colorado— has a high diversity of land use types including the largest remaining tracts of native rangeland in North America. Substantial areas of both dryland and irrigated cropland and pasture, mosaics of cropland and grassland, and forested lands can be found across the region. With the publication of the Northern Plains Regional Vulnerability Assessment, the Northern Plains Hub is providing stakeholders with an introduction to the region, regional sensitivities and adaptation strategies for working lands, a greenhouse gas emissions profile with mitigation opportunities, and an overview of how partner USDA agencies are being affected by a changing climate. This vulnerability assessment is an important first step in establishing a baseline “snapshot” of current climate vulnerabilities, and provides region-specific adaptation and mitigation strategies to increase the resilience of working lands in the region.

Secretary Vilsack Accepts Climate Leadership Award

On April 28, 2015, the American Carbon Registry (ACR) presented Secretary Vilsack with its 2015 Climate Leadership award, intended to recognize an individual whose career commitments to address the changing climate have made a difference and whose example we hope will inspire other individuals to action.

ACR stated that it recognized Secretary Vilsack for his career-long actions as a steward of the environment from his accomplishments as Governor of Iowa to his more recent achievements as Secretary of Agriculture. ACR specifically mentioned the Secretary’s leadership in establishing the USDA Regional Climate Hubs, enabling record enrollments of farmers, ranchers and forest landowners in voluntary climate-beneficial conservation programs, efforts to lower GHG emissions on US dairies through innovative waste-to-energy projects, and work to improve the health and resiliency of forest ecosystems.

Going Wild about Water at the World Water Forum

Water is a precious resource and will become scarcer as the human population continues to grow.  In many areas, climate change is expected to affect weather patterns. In general, the wetter areas are expected to get wetter and the drier areas are expected to get drier. This year, California’s drought has highlighted how important it is for land managers and producers to exercise best practices to increase water quality and quantity so there is enough to go around.

This year, USDA participated in the 7th Annual World Water Forum in Daegu, Republic of Korea. Every three years, the World Water Council hosts the Forum and develops the program in cooperation with the private sector, governments, industry, international governmental organizations, nongovernmental organizations and academic groups.

On "Bring Your Daughter to Work Day," a Local Student Learns about Climate Change

My father is the Director of the USDA Climate Change Program Office in Washington, D.C. April 23 was “bring your daughter or son to work day” at USDA. I had no idea what to expect when my Dad told me I could accompany him on his business trip to Michigan. I knew I would get to watch a speech from the Secretary of Agriculture, but this was a much bigger event than I expected.

No-Till and Cover Crops from a Farmer's Point of View

Jamie Scott participated in a roundtable on climate change and agriculture with USDA Secretary Vilsack in East Lansing, Michigan on April 23rd, 2015. Mr. Scott is the Chairman of the Kosciusko County Soil and Water Conservation District and currently serves as the Vice-President of the Indiana Association of Soil and Water Conservation Districts.

Alongside my father Jim, I operate JA Scott Farms. Together we grow approximately 2,000 acres of corn, soybeans and wheat in Kosciusko County, Indiana. One-hundred percent of those acres are planted using a no-till conservation cropping system that incorporates cover crops every winter.

We use this approach to take advantage of the soil health benefits of no-till and cover crops. We have higher yields, richer soil, and improved water holding capacity. I am also encouraged that these practices can remove carbon from the atmosphere and store it in the soil. We have found that these benefits outweigh the added expense of labor and cover crop seeds.

Secretary Vilsack Announces Partnerships with Farmers and Ranchers to Address Climate Change

America’s farmers, ranchers and forest landowners understand the threats that a changing climate can have on their operations and on their bottom line. As the world warms, that warming triggers many other changes to the Earth’s climate, including an increase in extreme events. Over the last 50 years, much of the U.S. has seen increases in excessively high temperatures, heavy downpours, and in some regions, severe floods and droughts. These events can drastically impact the agriculture and forestry sectors.  

Today, I announced USDA’s comprehensive plan to tackle these challenges by working with partners and producers on a voluntary basis to reduce greenhouse gas emissions and enhance carbon sequestration in agriculture and forestry by over 120 million metric tons over the next 10 years. Our strategy lays the foundation for agriculture and forestry to be part of the climate change solution. The plan will encourage farmers, ranchers, and forest landowners to set an example for the world by showing that climate-friendly conservation practices can benefit the environment, individual farms and forest operations, and the economy as a whole.

NIFA Research is Working to Make Every Day World Health Day

April 7 is World Health Day and food safety is the primary focus—and with good reason.  The Centers for Disease Control and Prevention (CDC) estimate that, in the United States alone, every year there are 48 million foodborne illnesses and 3,000 deaths from unsafe food.

Most of these illnesses are the result of bacteria, such as Salmonella, that finds its way into various types of food.  About half of all microbial foodborne illnesses are associated with animal foods, and about half from produce.  CDC reports that most illnesses come from leafy greens, which could be contaminated on the farm, during processing, at retail or in the home. Chemicals, such as mercury in fish or mycotoxins from molds are also a concern.

A New Interactive Education Module on Climate Change Effects on Forests and Grasslands

The Climate Change Resource Center (CCRC) has recently released a new education resource on climate change effects on forests and grasslands. The CCRC is an online, nationally-relevant resource that connects land managers and decision-makers with useable science to address climate change in planning and application.  The CCRC plays a key role in the USDA Climate Hubs’ effort to help land managers (the Forest Service, other agencies, and the general public) understand and respond to a changing climate.
