Acting Deputy Secretary Discusses the Need for a Food, Farm and Jobs Bill to Boost the Rural Economy

Anyone that is familiar with the United States Department of Agriculture (USDA) knows of the important role that our local delivery system plays throughout the country. Farmers and residents can visit the USDA Service Center in their area to receive localized assistance. The Farm Service Agency (FSA), Natural Resources Conservation Service (NRCS), and Rural Development (RD) staff in these offices often come together to highlight programs that each can offer and support projects in the area. This concept of One USDA was evidenced recently as representatives of these agencies welcomed the Acting Deputy Secretary of Agriculture, Michael Scuse, to Illinois.

While in Illinois, Mr. Scuse joined the Illinois Directors of FSA, NRCS and RD to visit LaSalle County. The Acting Deputy Secretary moderated a roundtable discussion with administrators and students at Illinois Valley Community College (IVCC). Topics included the President’s Climate Change Action Plan, USDA’s role in renewable energy investments, and a discussion of the need for a five-year Food, Farm and Jobs Bill. Scuse said the bill is designed to continue the expansion of America’s rural economy, and that’s a primary reason why Congress must get a comprehensive Food, Farm and Jobs Bill passed as soon as possible.

NIFA Grant Addresses Climate Issues Related to Beef Cattle Production

Today, I am on the campus of Oklahoma State University in Stillwater. When I visit universities across the nation, I look forward to meeting with faculty and students to hear about the work they are doing. On this particular visit, I am excited to meet with a research team working on an issue important to all Americans: climate.

As most people are well aware, last year’s drought put tremendous stress on cattle across the nation, especially in the Southern Great Plains. Drought, along with other extreme weather events and climate patterns, threatens food production across the nation. The USDA’s National Institute of Food and Agriculture (NIFA) has provided grant funds to land-grant universities across our nation to develop approaches to mitigate or adapt to the impact of climate change on food production. Earlier this year, NIFA awarded more than $9 million in funding to Oklahoma State University (OSU) to address the vulnerabilities of beef cattle under stress from climate variations. OSU’s goal is to safeguard regional beef production against climate change while mitigating the environmental footprint of agriculture.

Reducing Wildfire Risk and Protecting Our Drinking Water in a Changing Climate

Americans are all too familiar with the devastation catastrophic wildland fires can wreak on the landscape. Fire takes lives, destroys homes, impacts wildlife, and devastates millions of acres of valuable forests and grasslands every year. But what is lesser known is that these fires also severely damage watersheds—the very lands that provide clean and abundant drinking water for millions of Americans every day.

To address this problem, Agriculture Secretary Tom Vilsack and Interior Secretary Sally Jewell this week announced an historic agreement between the Department of Agriculture's Forest Service and the Department of the Interior’s Bureau of Reclamation to focus on proactively restoring forest lands around important watersheds and preventing costly, destructive wildfires in these areas.

Reducing Food Waste: It's More Than Just Cleaning Your Plate

When you think of steps that can be taken to improve our environment and mitigate climate change, "reducing food waste" probably doesn't come to mind right away.  But in fact, food waste is an important factor in climate change, because wasted food represents 20 percent by weight of the solid waste going to landfills. This decomposing food quickly generates methane, a greenhouse gas 21 percent more potent than carbon dioxide.

Wasted food also represents a drain on natural resources–after all, land and water are needed to produce that food.  That's why the U.S. Department of Agriculture has collaborated with the U.S. Environmental Protection Agency to launch the U.S. Food Waste Challenge, calling on producer groups and others to join in efforts to reduce food loss and waste, recover wholesome food for human consumption, and recycle discarded food to feed animals, produce compost or even generate energy.

Wetland Conservation: Good for Nature, Good for the Soul

Maybe it’s Murry Moore’s profession as a funeral director that inspires him to put tired land to rest, but his restoration efforts of nearly 700 acres on the banks of the Obion River in western Tennessee has ensured a peaceful home for wildlife.

In the early 1950s, Moore’s parents bought the tract, and for years afterward they cleared it for timber. Later, Murry and his brother Dean began row cropping. Year after year, the land was flooded by the Obion and eroded bit by bit, leaving a field of unproductive crops and frustrated farmers.

Acting Under Secretary Discusses USDA's Role in Building Support for Aviation Biofuels

Last week, in Chicago, I had the honor to hear from and meet some of the leaders in the nation’s aviation industry as they assembled to issue a new report showing a clear path toward cleaner, more economical and more secure energy alternatives through the increased use of advanced aviation biofuels developed in the Midwest.

Representatives in aviation, academia, policy organizations, city, state and federal government and National governmental organizations met to release recommendations and findings from MASBI - the Midwest Aviation Sustainable Biofuels Initiative.

Adapting to Climate Change and Drought Risk

Economists working on climate change spend a lot of time trying to predict how farmers are going to adapt.  Without knowing how farmers will react to higher average temperatures or different rainfall patterns, we cannot accurately say what climate change will mean for the future.  Farmers have many adaptation options available.  They can change the mix of crops they grow, as well as their production practices, and production might be redistributed across regions. The Economic Research Service (ERS) has looked at potential impacts including how some regions will be impacted through commodity price changes resulting from climate-driven crop acreage changes farmers make in other regions.

Our farmers and ranchers are the most productive on earth, largely due to their innovation and their ability to adapt to new challenges. As new threats emerge for American agriculture, USDA will be there to provide assistance – and this week, we announced new steps to help producers create solutions to meet modern environmental threats.

We’re already seeing these new challenges emerge. Last year was the second most intense year in our history for extreme weather events. It was also the warmest on record for the continental United States.

Going Green by Reducing Food Waste

At this very moment, an underappreciated tool for combating climate change may be hiding in your chiller drawer or at the back of your pantry.  By keeping that limp carrot or dusty box of pasta out of our nation’s landfills, you can help reduce emissions of methane, a greenhouse gas 21 times more potent than carbon dioxide.

In the United States, the Environmental Protection Agency (EPA) calculates that food is the single largest component of municipal solid waste going to landfills (accounting for over 20% by weight) and that that landfills are the third largest source of methane (16% of national total).  By reducing the amount of food we toss into the trash, we can help reduce these potent greenhouse gas emissions.
