Industry Insight: Checkoff Programs Empower Business

When it comes to expanding market share, increasing revenue and getting the word out about a great product or commodity, checkoff programs prove that there’s strength in numbers. Officially called research and promotion programs, checkoff programs give agricultural producers, importers and other stakeholders in the marketing chain the power to maximize resources while managing risk.

The strategy for increasing or expanding commodity markets takes more cooperation within the industry than competition between individual farms and businesses.  Consumers may not know exactly which farm grows or raises their fruit, beef, cotton or lumber, but they will decide what to buy based on knowledge, quality and availability.

The consumer’s perspective that there is a general uniformity to some commodities serves as the catalyst for many individual farms and businesses to collaborate on a comprehensive, industry-wide strategy to expand markets.  Promoting a commodity as a whole instead of by individual businesses means everyone in the industry benefits through increased sales, consumer awareness and higher overall demand.

Scientific Integrity and Agricultural Research

With food, agriculture, and natural resources at the center of many of the biggest challenges we face today, nothing is more critical than making sure our agricultural system is based on sound science.  As USDA’s Chief Scientist one of my responsibilities is making sure our Department’s research system maintains the highest standards of what is known as “scientific integrity.”  Scientific integrity includes making sure that scientific research proceeds free of outside influence or coercion, and that scientific findings are not suppressed or altered.

I am pleased to say that Secretary Vilsack has recently released a policy on scientific integrity, and charged me to implement it across the Department.  This policy follows directly from the guidance provided by President Obama and the further guidance from Dr. John Holdren, Director of the Office of Science and Technology Policy.

The policy directs everyone at USDA – career employees, political appointees, and contractors who are involved in developing or applying science – on the proper conduct and use of science.

USDA Science Lab Buzzing With “Sweet” Results

In an intense around-the-clock operation, more than 60,000 worker bees have churned out 30 pounds of raw honey from a USDA laboratory in Gastonia, N.C.

The People’s Garden Initiative beehives are managed by the staff of National Science Laboratory (NSL), a part of the Agricultural Marketing Service (AMS). To support the 2011 Feds Feed Families initiative the team has donated all of the honey to the Second Harvest Food Bank of Metrolina, which encompasses the Charlotte, N.C., metropolitan area.

The honey is a product of local poplar and Tupelo trees. In a process known as centrifuge extraction, the sweet nectar was spun from honeycomb and then poured into 1-pound bottles and labeled as shown below.

It’s no secret that the landscape of rural America and the ways in which farmers and ranchers do business is evolving. These changes are happening not only in the fields, in terms of what is produced and how, but also in the office and home with how producers access information and conduct business.

Pesticide Residue Detection in National Science Lab Beeswax

As part of the People’s Garden Initiative for Gastonia, North Carolina, the National Science Laboratory (NSL) built two beehives to produce honey without the use of pesticides.  If insect control was needed, we planned to use only what was allowed for use in organic products. When Varroa mites were discovered in the hives, we used thymol, a natural oil, to control them.

Several weeks ago, we collected honeycomb samples from each of our hives to test for about two hundred different pesticides.  The NSL has built a reputation for quality pesticide residue analysis. Many members of its staff have performed this work for over 20 years.  The equipment we use for analysis is the latest and greatest, producing detection limits of 1 part per billion—the equivalent to one drop of water diluted into 11,008 gallons, or about three seconds out of a century.

In today’s global economy, many people seek information about farmers, farmland and the production of food and other agricultural products around the world. A tripartite committee of agricultural statistical agencies in Mexico, Canada and the United States has launched a new website to make the comparison among the three North American nations easier.

USDA Participates in National Drought Policy Meeting

Drought knows no national boundary and can impact almost all socio-economic activities in the society. Projections indicate that the frequency, intensity and duration of droughts are likely to increase in the future.  Without a coordinated national drought policy nations around the world will continue to respond in a reactive, crisis management mode.  A national drought policy should include effective monitoring and early warning systems to deliver timely information to decision makers; effective impact assessment procedures; proactive risk management measures and preparedness plans aimed at increasing the coping capacity; and effective emergency measures. Comprehensive National Drought Policies can help countries cope with the impacts of droughts through pro-active drought risk management approaches.

News by USDA’s Agricultural Research Service (ARS) indicates that moving dairy cows out of climate-controlled barns and onto the land may help to lessen the ecological impact of dairy farming without any corresponding loss of production.

Putting together June Acreage Report is no Small Feat

Earlier this month, representatives of USDA’s National Agricultural Statistics Service (NASS) spent two weeks contacting farmers and ranchers around the nation to find out how much U.S. farmland is planted to specific crops and to determine the number of livestock on U.S. farms and ranches in 2011.  In all, more than 35,000 interviews were conducted, with Texas accounting for about 5,000 of them.
