Secretary's Column: Census of Agriculture Results Tell Story of Unlimited Potential in Rural America

This week, USDA released preliminary data from the 2012 Census of Agriculture that provides a snapshot of a rural America that remains stable in the face of difficult economic times. While the data do not paint a perfect picture, they do tell a story of the unlimited potential and growing opportunity in modern rural America.

Census data indicate that the loss of farmland has slowed significantly since 2007, which means that while a total of 72 million acres of farmland have been lost since the 1982 census, we have begun to stem the tide. New tools in the 2014 Farm Bill should help to further slow and perhaps even reverse this trend in some areas of the country.

The results reinforce what we have known for many years: the farm population is aging. While that is a concern, the data also show that the number of young farmers increased slightly and the number of minority farm and ranch principal operators increased dramatically, reflecting the changing face of America as a whole. We are hopeful that USDA policies that attract and retain the next generation of talent into rural America will help to continue this trend.

APHIS Reaches Out to Tribal Extension Agents

Helping American Indians develop profitable farming and ranching businesses, engaging tribal youth in 4-H, enhancing natural resources on reservations, and reaching out to tribal communities about topics that are of interest to them are just some of the activities supported by the Federally-Recognized Tribes Extension Program (FRTEP). FRTEP is administered by USDA's National Institute of Food and Agriculture and conducts education programs on Indian reservations and Tribal jurisdictions through partnerships with the 1862 Land-Grant institutions. FRTEP extension agents serve as liaisons between the Tribes and USDA programs and services. The purpose of the FRTEP program is to support extension agents who establish extension education programs on the Indian Reservations and Tribal jurisdictions of Federally-Recognized Tribes. Program priorities reflect the following areas: 1) Development of sustainable energy; 2) Increased global food security; 3) Adaptation /mitigation of agriculture and natural resources to global climate change; 4) Reduction of childhood and adolescent obesity; and 5) Improved food safety.

Later this month, FRTEP agents will meet in Fort Collins, Colorado, to receive an overview of USDA’s Animal and Plant Health Inspection Service (APHIS), its programs, and expertise.  APHIS is a multi-faceted Agency that is responsible for protecting U.S. animal and plant health, and animal welfare.

Keeping USDA Employees Connected For Better Service

Developing a modern USDA for a stronger rural America means equipping USDA’s employees who work in every American state and U.S. territory, as well as in over 50 countries, with information technology tools that ensure they are better informed, better engaged and better able to provide critical feedback to policy makers in real-time.

Mobile devices, enterprise e-mail, video teleconferencing, online employee forums, social media and instant messaging allow employees who fight against hunger, food-borne illness and wildland fires to deliver their mission as well as serve the American public, while coordinating efforts with co-workers and decision makers across vast geographic distances. By remaining connected to both customers in the field and to regional and national government leaders, the on-the-ground knowledge of customer needs can much more quickly drive needed changes in policies and procedures that make USDA’s programs more accessible to the American public.

High Tunnel Initiative Brings Local Foods to Detroit

On a cold winter day last week, U.S. Senator Debbie Stabenow of Michigan and Garry Lee, Michigan State Conservationist from the Natural Resources Conservation Service (NRCS), visited Detroit's Eastern Market. They were joined by Malik Yakini, Executive Director of the Detroit Black Community Food Security Network, Ashley Atkinson, Co-Director of Keep Growing Detroit and Morse Brown, Board President of the Southeast Michigan Resource Conservation and Development Council. Despite the freezing temperatures that will make growing food a challenge for another few months, Garry and the Senator were there to discuss new support for the Detroit-Wayne County Seasonal High Tunnel Education Initiative (SHEI) which will bring new high tunnels - greenhouse-like structures also known as hoop houses - to Detroit's urban farmers.

Funded by USDA and managed by local organizations, SHEI will train Detroit’s urban growers to install, operate and manage seasonal high tunnels that will conserve natural resources, improve productivity and help them be profitable year round. Easy to build and use, high tunnels were first supported by USDA as a conservation practice in 2010. Since that time, USDA has funded nearly 10,000 across the country. Along with other benefits, high tunnels are providing farmers from Alaska to Baltimore with tools to extend their growing season and provide their communities with fresh, locally-grown produce later into the year.

Ag Outlook Forum to Offer Sessions on Food Prices and Farm Income

Here’s what the Economic Research Service (ERS) has in store for the Agricultural Outlook Forum. We have arranged two afternoon sessions on Thursday, February 20.  One will discuss farm income and the other the outlook for food prices.

The food price session, moderated by Michael McConnell of Informa Economics, will provide a perspective on food price inflation, the main factors that contribute to food price movements, and the implications for consumers in the United States and abroad. ERS economist Richard Volpe will present the latest outlook for retail food prices, recent trends in food expenditure patterns, and general-economy considerations. Another ERS economist, Ron Trostle, will discuss the volatility in commodity prices in recent years, and the impacts on food prices. And Keith Wiebe, Senior Research Fellow at the International Food Policy Research Institute (IFPRI), will address the implications of food prices for global food security.

21st Century Conservation Service Corps Partnerships Continue to Grow

To date, 100 organizations have joined the 21st Century Conservation Service Corps, a bold partnership of key federal – including the U.S. Forest Service – state, local and nonprofit leaders and stakeholders that provide young people, veterans and other under-represented communities an opportunity to engage in public land and water restoration and conservation.

These organizations represent a broad spectrum of diversity, representing all regions in the country. Among the organizations that recently joined are the Earth Conservation Corps, Washington, D.C.; Milwaukee Community Service Corps, Milwaukee, Wis.; Environment for the Americas, Boulder, Colo.; and Siskiyou Mountain Club, Ashland, Ore.

Join us for a Google+ Hangout: The Changing Face of Agriculture with Deputy Secretary Harden

This week at Ag Outlook, Deputy Secretary of Agriculture Krysta Harden will host a discussion on the challenges and opportunities facing women in agriculture. Women represent part of a diverse population that has a growing interest in the future of agriculture, but young people, veterans, socially-disadvantaged producers and retirees also have a stake in that future.

On Monday, February 24th at 3 p.m. eastern, Deputy Secretary Harden will host a Google+ Hangout to share some highlights from Ag Outlook and discuss how USDA is working with the next generation of farmers and ranchers to provide them with the tools necessary to succeed.

Recent Forecast Shows Limited Water Supply in Westernmost States

Limited water supplies are predicted in many areas west of the Continental Divide, according to this year’s second forecast by the National Water and Climate Center of USDA’s Natural Resources Conservation Service (NRCS).

Right now, snow measuring stations in California, Nevada and Oregon that currently don’t have any snow, and a full recovery isn’t likely, the center’s staff said.

USDA is partnering with states, including those in the West, to help mitigate the severe effects of drought on agriculture.

Made in Rural America: Helping Appalachian Business Sell to the World

When President Obama signed the Food Farm and Jobs Act on February 7th he directed his Administration, working through the White House Rural Council, to lead a new “Made in Rural America” export and investment initiative. Specifically, the President has instructed his Rural Council – in coordination with the U.S. Department of Agriculture, the U.S. Department of Commerce, the Small Business Administration, the Export-Import Bank, the Office of the United States Trade Representative, and other agencies – to commit to connecting more rural businesses of all types to export information and assistance.

One example of what USDA will do in support of the Made In Rural America export and investment initiative is host training sessions to equip local USDA Rural Development staff in all 50 states plus territories with the tools they need to counsel businesses on export opportunities and resources. The Department of Commerce, through the Trade Promotion Coordinating Committee, will cross-train USDA Rural Development staff so they can better deliver support or refer rural businesses to federal services.
