Curtis Wilburn
In this capacity, Mr. Wilburn is responsible for providing executive leadership, organizational direction, management oversight, development of short-and-long term strategies, policies, and procedures designed to effectively and efficiently execute the delivery of support services for approximately 15,000 USDA employees located in the National Capital Region. The functional areas of responsibility include: facility mgmt., construction and engineering, space management, real property lease mgmt., physical and technical security, mail mgmt., copy and reproduction mgmt., executive chauffer services, surplus property mgmt., furniture rehabilitation program, executive support services for the OSEC, safety program mgmt., food service mgmt., parking mgmt., medical support services, janitorial services, grounds maintenance, and support services and assistive technologies for disabled employees. Mr. Wilburn retired from this position in Oct. 2016 and returned as Executive Director of Operations in Jan. 2024.
Prior to joining the USDA, Office of Operations, Mr. Wilburn served as Associate Deputy Chief for Management at the USDA, Natural Resource Conservation Service from Aug. 2010 to April 2011. In this position, Mr. Wilburn was responsible for providing leadership and direction to a team of senior managers responsible for Human Resources, Information Technology, Contracting and Procurement, Property Management, Budget Formulation and Financial Management, and Civil Rights. During this period, Mr. Wilburn also briefly served as Acting Chief Financial Officer for the agency.
From Oct. 2009 through August 2010, Mr. Wilburn was detailed to assist the USDA, Assistant Secretary for Administration with restructuring Departmental Administration and served as Interim Deputy Director for Management Services, Departmental Management. Mr. Wilburn’s primary responsibilities in this position was to stand up the newly formed Management Services organization and provide leadership and management oversight for several divisions including Human Resources, Information Technology, Budget Formulation, Financial Management, Contracting and Procurement, and Executive Services in support of the OSEC.
Mr. Wilburn served as Assistant Deputy Administrator for Administrative and Financial Management for the USDA, Agricultural Research Service from Oct. 2006 to Oct. 2009. In this capacity, Mr. Wilburn was responsible for providing support to the Deputy Administrator for Management in a variety of leadership and management activities for Human Resources, Facility Management, Property Management, Contracting and Procurement, Extramural Agreements, and Financial Management. Prior to this position, Mr. Wilburn served as Director, Extramural Agreements Division, Agricultural Research Service, USDA.
