Career Transition Assistance Plan (CTAP)


This web site will assist human resources (HR) specialists within the Department of Agriculture (USDA) find surplus letters quickly. Below is a listing of the contact information on current CTAP letters, including state, city, human resources’ contact names (one primary and one alternate contact) and phone numbers, current series and grade, and date of eligibility.

In order to ensure that no CTAP eligible is overlooked, the following instructions are required:

Submission of Information

The USDA HR offices will be responsible for submitting the above-mentioned contact information when a surplus letter is issued or rescinded, or once the employee is separated. When a mission area/agency HR office receives updated information regarding the status of an employee, he or she must e-mail and/or fax the information to the Office of Human Resources Management (OHRM). The HR contact information needs to be received by OHRM within two business days of receipt of the surplus letter issued. OHRM will have three business days to post the HR contact information on the CTAP web site.

Mission area/agency HR staff needs to check the CTAP web site continuously, to ensure information is current and accurate. OHRM will ensure that the HR contact information is implemented, updated, and maintained on the OHRM web site. The CTAP information has been incorporated in the revised USDA CTAP Departmental Regulation.

Format of Contact Information

The format for submitting information may be just a straight list of the state, city, human resources’ contact names and phone numbers, current series and grade, and date of eligibility. It is imperative to identify your alternate. An example is shown below:
