USDA Rural Development is committed to working with partners across the nation to assist in improving the quality of life and promote economic sustainability for our rural communities and residents. These valuable partnerships come in many forms, from partners who make financial investments to support business and infrastructure expansion and development to our partners who provide hands on services and expertise that help make these projects a reality.

In an effort to recognize these important partnerships, Rural Development Wisconsin State Director Stan Gruszynski, has named Stanley Charron as the recipient of the 2012 Wisconsin Valued Partner Award for Engineering Excellence.

Charron is a Professional Engineer for MSA Professional Services, Inc. in Marshfield, Wis.

Brian Deaner, USDA Rural Development Community Programs Director who has worked closely with Charron, presented the award on behalf of the state director.

“Stan Charron has demonstrated a deep-rooted conviction in assisting Wisconsin’s rural communities through the technical processes including planning, designing, permitting, financing, and constructing of water and wastewater systems,” said Deaner. “The purpose of the Rural Development Water and Environmental Program is to provide loan and grant funding for water and waste water utility projects serving the most financially deserving rural communities.”

During his career, Charron worked with many communities in Central Wisconsin.  He was responsible for design and construction management of water and wastewater treatment and conveyance projects, as well as general street projects.  Stan was instrumental in helping numerous communities to secure funding for these projects.  Deaner said, “During these hard economic times, the need for rural communities to utilize their community and financial resources to their fullest advantage has elevated. Through the assistance he provides to Wisconsin communities, Stan Charron has demonstrated a long-term professional and personal commitment to the future of rural communities across the State. Rural Development is pleased and proud of our relationship with Stan Charron and MSA, Inc.”

The WI Valued Partner Award for Engineering Excellence honors individual Professional Engineers that demonstrate integrity and dedication in assisting rural communities in utilizing USDA Rural Development’s Water and Environmental Programs to improve necessary services for rural residents of Wisconsin.
