Supervisory Appeals Officer, USDA National Appeals Division

John P. Cole


John P. Cole joined National Appeals Division (NAD) in February 2021 as an Appeals Officer and became the Supervisory Appeals Officer in January 2025.

Prior to joining NAD, Mr. Cole had his own law practice in Macon, Georgia, handling a variety of business, employment, estate planning, and litigation matters.  He also served as General Counsel and Vice President for Institutional Advancement at Macon State College; Interim Business Dean at Macon State; Vice President for Charitable and Estate Planning at Mercer University; Vice President for University Admissions at Mercer University; and General Assistant to the President and Secretary of the Corporation at Mercer University.  Mr. Cole served as an adjunct professor at Mercer Law School, where he was the founding instructor for Military Law.  He also taught contract drafting and employment discrimination courses.

Mr. Cole currently serves as an executive officer and targeting officer in the Georgia Army National Guard, after serving as an infantry officer with three commands.  He has deployed to Bosnia, Jordan, and Afghanistan, with additional training assignments in the Republic of South Korea, Oman, and the Republic of Georgia.

Mr. Cole received his Bachelor’s degree in History from Harvard University and his Juris Doctorate magna cum laude from Mercer University’s Walter F. George School of Law.  He was the editor of Footnotes to History: A Primer on the American Political Character (Mercer Press, 2008) by former Attorney General Griffin B. Bell.
