Clare Narrod


Dr. Clare Narrod is the Director of the Office of Risk Assessment and Cost Benefit Analysis.

In this role she leads the review of major, economically significant, and significant rules, including rules by other Federal agencies that may have implications for agricultural. Her portfolio also includes mentoring and training professionals across the Department on risk assessment and regulatory impact analyses.

Most recently she was the Director of Risk Analysis Training and Monitoring and Evaluation programs at the Joint Institute of Food Safety and Applied Nutrition at the University of Maryland. Previously she served as an economist at the International Food Policy Research Institute, the FAO, and ORACBA. She holds a Ph.D. from University of Pennsylvania in Energy Management and an M.S. in International Development and Appropriate Technology.

She has extensive experience answering policy questions on many diverse food safety and agriculture health topics involving numerous commodities. She has researched factors affecting adoption of improved agricultural health practice and their distributional impacts. She has promoted the importance of measuring the impact of capacity building efforts and sharing data aimed at improving public health outcomes.
